PDM Creates New Economic Hope for Families in Luweero, ONC Monitoring Finds
Two beneficiaries of the Parish Development Model (PDM) in Wobulenzi Town Council, Luweero District, have credited the government programme with changing their lives after investing the UGX 1 million seed capital in profitable enterprises, according to findings from an Office of the National Chairman (ONC) monitoring exercise conducted in the area.
The monitoring exercise was led by Mawejje Nsonzi Peter, the ONC Muzzukulu Coordinator for Greater Luweero, who visited beneficiaries in Kikoma Village to assess the implementation and impact of the government’s flagship wealth creation initiative. During the exercise, he documented several success stories highlighting how prudent investment of PDM funds is improving household incomes and livelihoods.
The findings underscore the growing impact of the Parish Development Model in Luweero District, where beneficiaries are turning government support into sustainable businesses that are improving their economic well being.
Among them is 32 year old Musisi Ddamulira, a resident of Kikoma Village in Wobulenzi Central Ward, Wobulenzi Town Council, whose journey reflects the programme’s potential to create lasting economic change.

A former builder, Musisi received UGX 1 million under the Parish Development Model in 2024 and invested the money in establishing a coffee nursery bed instead of returning to casual labour.
Today, his nursery has grown into a thriving enterprise that supplies quality coffee seedlings to farmers across the area. The business provides him with a steady income, has improved his financial stability, and positioned him as a key supplier to the local coffee sector.
“I saw an opportunity in coffee because many farmers were expanding production but lacked reliable seedlings. The support I received gave me the chance to start something of my own, and today I can comfortably provide for my family,” Musisi said.
He thanked the Government of Uganda for introducing the Parish Development Model, saying the initiative had given him a fresh start and renewed hope for a better future.
A few kilometres away in the same village, another beneficiary is experiencing a similar transformation. Sixty year old Imran Kisolo also received UGX 1 million under the Parish Development Model in 2024 and invested it in purchasing a female cow, a decision that has significantly improved his family’s welfare.

The cow now provides milk for household consumption, improving family nutrition, while the surplus is sold to generate daily income. The proceeds have enabled Imran to meet basic household needs and gradually improve his family’s standard of living.
“The cow has become a blessing to my family. We have milk every day, and the money from sales helps us meet our daily needs. This programme has truly changed our lives,” Imran said.
He expressed gratitude to the Government for implementing wealth creation programmes that are empowering ordinary Ugandans to become more economically self reliant, noting that the support had restored hope to many families in his community.
The experiences of Musisi and Imran reflect the broader objective of the Parish Development Model, which seeks to move households from subsistence to the money economy through targeted financial support and productive investment.
Instead of spending the funds on immediate consumption, the two beneficiaries invested in ventures that continue to generate income and strengthen their household resilience.
As more success stories emerge across Luweero District, local leaders are encouraging beneficiaries to invest wisely in sustainable enterprises that can create long term economic opportunities.
The growing number of thriving small businesses and agricultural projects continues to demonstrate how strategic government interventions are strengthening household incomes and contributing to rural economic transformation.
