EC Guarantees Secure, Transparent By-Election in Kawempe North Amid Ballot Tampering Allegations

The Electoral Commission has confirmed how it’s fully prepared for the March 13 by-election in Kawempe North, and strongly trashed claims about compromised ballot papers.
During a preparatory meeting held at Makerere University on 12/March/2025, the commission officials assured all parties of a transparent voting process.
Returning Officer Henry Makabayi confirmed all voting materials have been properly secured and are ready for distribution. “Everything is in place for a smooth election,” Makabayi said, encouraging residents to participate freely in the democratic exercise. He emphasized that security forces are prepared to ensure order during the polls.
The constituency will operate 187 voting centers, all featuring the latest biometric verification technology and current voter registers. According to Regional Election Officer Tolbert Musingizi, election materials will be prepared for transport from Banda storage facilities starting at 3:00 AM, with distribution beginning at 5:00 AM.
The commission also has arranged sufficient transportation, assigning one vehicle per three polling stations.
While addressing the congregation, EC Chairman Justice Simon Byabakama directly addressed circulating rumors about pre-marked ballots stating that those are unfounded allegations. “These allegations are unfounded,” he stated. “Our ballots remain securely stored with all necessary safeguards.”
Justice Byabakama challenged critics to present any evidence of tampered ballots, asserting the commission’s materials could be easily distinguished from fakes.
These statements came after reports surfaced about individuals allegedly pre-marking ballots in a private residence – claims the commission firmly rejects.
Election officials concluded the meeting by calling for cooperation from all parties to maintain a peaceful and lawful electoral environment.
