Caro Angolore Leads Call for Peace and Development at Kotido Security Baraza

Kotido, Uganda — April 26, 2025-At the recent security baraza in Kotido, Caro Angolore, Special Presidential Assistant on Political Affairs, delivered a heartfelt appeal for peace, unity, and development, urging communities to embrace dialogue and patience in their efforts to uplift their livelihoods.

“Other than Karamoja, we don’t have any place. Let us protect ourselves and embrace peace,” Angolore emphasized, addressing a gathering of local leaders, security officials, and residents.

Organized by the Uganda People’s Defence Forces (UPDF), the baraza focused on human-wildlife conflict, community security, and sustainable development.

Angolore’s Vision for Peace and Economic Growth

Angolore urged the people of Karamoja to be patient in their pursuit of development, emphasizing that sustainable progress is only possible when communities are peaceful, united, and strategic in their actions.

“Let us not hurry and rush. Allow us to look for peace and follow our steps to achieve what we have requested,” she said.

She encouraged communities to take advantage of government initiatives, such as SACCOs, which provide financial empowerment opportunities. She commended the Karachuna warriors, who have collectively saved UGX 700 million through SACCO programs, proving that peace allows for financial growth and economic stability.

“All this can only be achieved when peace prevails,” Angolore reminded the audience.

Voices from Other Leaders

Hon. Lokii Peter Abrahams, MP for Jie County, praised the efforts of joint security forces in restoring stability but emphasized the importance of compulsory education as a way to nurture future leaders. He urged peaceful coexistence and called for the pardon and release of reformed Karacuna warriors still in custody, highlighting their potential to contribute to development.

Hon. Margaret Achilla Aleper, Kotido Woman MP, welcomed the government’s annual allocation of Shs 400 million for water production, urging responsible management of the resource. She stressed the critical role of women in peacebuilding and called for economic empowerment programs to break the cycle of poverty.

Brigadier General Wilberforce Sserunkuma, UPDF 3rd Infantry Division Commander, reaffirmed the UPDF’s commitment to safeguarding peace and warned against actions that could reverse recent progress. He donated two oxen to the Napumpum Karacuna SACCO, supplementing earlier provisions of ox ploughs to support agricultural development.

Assistant Commissioner of Police Francis Chemusto, Commandant of the Anti-Stock Theft Unit (ASTU), highlighted the importance of proper livestock documentation to prevent disputes and reduce theft. He credited joint operations with tackling illicit waragi trade and improving public health. Chemusto also reminded the community of the government’s continuing amnesty for those surrendering illegal firearms.

Kotido Resident District Commissioner Charles Ichogor commended the role of joint security efforts and development partners in stabilizing the district. He pledged fair access to public services and called for a peaceful election period, urging residents to avoid electing leaders who lack accountability.

Government Programs and Leadership Accountability

Angolore emphasized that those who visited President Museveni have been successfully integrated into the National Development Program, showing the government’s commitment to empowering communities in Karamoja.

She called on residents to stand together and embrace peace, stressing that national progress depends on local stability and responsible leadership.

Turning her focus to local elections, Angolore urged residents to elect competent and responsible LC1 officials who understand community needs.

“The LC1 office is big here. Let us elect leaders who are knowledgeable about issues touching the people. Do not elect LC1s who are drunkards,” she cautioned, as nominations for LC1 positions commenced.

A Call for Sustainable Development

Angolore encouraged residents to consider government loans for development, advising them to approach these opportunities with patience and proper planning rather than rushing into financial commitments.

“Let us not take things in a rush. Development requires patience and careful planning,” she said.

She stressed that peace is the foundation for economic transformation, saying,
“Without peace, none of this can be achieved. Let us all come together and embrace peace.”

The security baraza in Kotido reinforced the idea that peace is the backbone of development. Angolore’s leadership inspired communities to prioritize unity, responsible governance, and sustainable growth.
