The Shocking Truth About Oulanyah Deaths Revealed
President Museveni has announced that the Speaker of Parliament, Jacob L’Okori Oulanyah, has died.
On Sunday, Mr Museveni announced in a tweet that he learned about Oulanyah’s death around 10.30 a.m.
“Countrymen and Countrywomen,” says the narrator. I regret to inform you of the passing of the Speaker of Parliament, the Rt. Hon. Jacob Oulanyah. People who had been with him and the doctor who was caring for him in the intensive care unit informed me of this tragic news about 10.30 a.m. East African time. He was an excellent Cadre. Mr Museveni stated, “I postponed the news so that his children would be told first.”
Mr Oulanyah was last seen in Parliament in December 2021, and by then, he had only chaired a few sessions, including the passage of the National Social Security Fund (NSSF) Bill, which allowed members’ savings to be accessed in the short term. In May 2021, he was elected as Speaker of the House.
On February 4, Oulanyah flew out of the country for treatment, with reports claiming that the Uganda Airlines Bus A330-800 neo with registration code 5X-NIL flew him to Seattle, Washington in the United States. The journey was estimated to cost $500,000 in total (about Shs1.7b).
The journey and admission of the Speaker infuriated a group of Ugandans living in the United States, who protested the trip.
The demonstrations later compelled some Acholi Sub-region legislators to hold a press conference within the confines of Parliament on February 9 to condemn the diaspora actions. Legislators even offered to refund the Shs1.7 billion.
On March 15, 2022, deputy Speaker Ms Anita Among traveled to the United States to check on Oulanyah, along with Chief Justice Alfonse Owiny-Dollo, Minister of Health Dr Jane Ruth Aceng, Democratic Party president Mr Nobert Mao, and some of his family members.
On March 18, Ms. Among tweeted that the Speaker “…is receiving and responding to treatment under the tight supervision of his doctors.” Let us keep him in our thoughts and prayers for a thorough and rapid recovery. I implore the public to respect his and his family’s privacy.”
Speaker of the House
On May 24, 2021, the Omoro County MP (Omoro District) was elected Speaker, defeating former Speaker Rebecca Alitwala Kadaga. From May 2011 to May 2013, he was the Deputy Speaker of Parliament.
On March 23, 1965, Oulanyah was born in the then-Gulu District to Nathan L’okori and Karen Atwon. For his O-Level and A-Level studies, he attended St. Joseph’s College Layibi, Dr. Obote College Boroboro, and Kololo Senior Secondary School.
In 1988, he enrolled at Makerere University, the East African Community’s oldest university, to study agricultural economics. He earned a Bachelor of Arts in that subject in 1991 before enrolling in law school at Makerere University, where he earned a Bachelor of Laws degree in 1994. During his time at Makerere, he was the speaker of the university students’ guild. He graduated from the Law Development Centre (LDC) in 1995 with a postgraduate diploma in legal practice.
Oulanyah served as a lecturer at the centre after graduating from the LDC. He started his private law practice at Oulanyah, Onoria & Company Advocates around the same period.
Joins the political arena
In 2001, he entered politics by winning the no-party system, commonly known as the Movement Political System, election for the parliamentary seat of Omoro County in the then-Gulu District. He was, however, a Uganda People’s Congress cardholder (UPC). He also took part in the Ugandan government’s peace discussions with the Lord’s Resistance Army insurgents. He was the chairman of the panel of investigation into the tumultuous sub-lease of Kisekka Market, one of Kampala’s municipal marketplaces, in 2008. Oulanyah was elected to represent Omoro County in the Ninth Parliament, then in Gulu District, on the NRM platform, in March 2011. On May 19, 2011, he was elected as the Deputy Speaker of Parliament.
On May 19, 2016, Oulanyah was re-elected as Deputy Speaker of Parliament following the general election in February 2016. He received 300 votes in the secret ballot vote, while Muhammad Nsereko received 115. On July 13, 2019, Rt. Hon. Dr. Jacob L. Oulanyah was awarded an honorary Doctorate of Divinity by Zoe Life Theological College USA and received the title, Doctor, allowing him to be known as Rt. Hon. Dr. Jacob L. Oulanyah.
Jacob Oulanyah was elected Speaker of Parliament on May 24, 2021, defeating his former boss, Kadaga and Kira Municipality MP Ibrahim Ssemujju. Jacob received 310 votes, compared to 197 for Kadaga and 15 for Ssemujju.
