CPL Okiror Daniel reportedly shot the driver of the vehicle used to kidnap him at Buddo Junction, Nakasozi Cell, Nabbingo Ward, Kyengera Town Council, Wakiso District. The officer’s actions to save himself resulted in the deaths of two people, including a male adult in motor vehicle UAK 375U and a female adult whose body was found on the tarmac.
On July 23, 2024, Brigadier CK Asiimwe, an attaché to the DRC and a resident of Seguku Kajjansi T/C, Wakiso District, sent RA 217785 CPL Okiror Daniel, his driver, and Ian, his brother, to Kasese on a mission yet to be revealed. They were aboard motor vehicle UBL 990X Mark X.
The duo reached their destination safely, and on their way back, they picked up Kalumina Richard, a relative of the Ambassador to Djibouti. Preliminary information suggests that when they reached Mpigi, they were blocked by motor vehicle Reg. UAK 375U, a silver-grey Progress with four occupants armed with a pistol and dressed in military attire.
They were then ordered to disembark from their motor vehicle, UBL 990X, and enter UAK 375U under the pretense of being picked up by higher authorities. They complied, believing it might have been a mistake, but became suspicious when two of the assailants remained in their vehicle while they were whisked away by the officers they didn’t recognize.
Along the way, CPL Okiror Daniel was disarmed of his pistol No. UG 45306157 JERICHO with 15 rounds of ammunition. The alleged kidnappers started communicating with someone, claiming they had arrested these people and were delivering them to the one who sent them.
Realizing they were in danger, Ian asked to go for a short call and managed to escape, leaving CPL Okiror in the vehicle with the assailants. CPL Okiror Daniel started texting his boss, CK Asiimwe, informing him of the abduction and providing all the details of the motor vehicle he was in.
Brigadier CK Asiimwe submitted the telephone number of his driver, CPL Okiror Daniel, to CMI for location tracking.
Upon reaching Buddo Junction, CPL Okiror Daniel disarmed the assailants of his pistol and shot the driver dead, while the co-driver managed to escape.
In the process, a stray bullet struck a female pedestrian, Nalumanzi Evelyn Zallia Kironde Katend, a Muganda by tribe, aged 50 years, and a resident of Nakasozi Cell, Nabbingo Ward, Kyengera Town Council, Wakiso District, who also died on the spot.
The crime scene was visited by the DPC, CI, OC CID, SOCO, and a team of detectives who recovered the motor vehicle UAK 375U suspected to have been used by the assailants. They recovered a pistol, s/no. UG UPDF 45306157 JERICHO, with two rounds of ammunition suspected to belong to CPL Okiror Daniel.
Twelve (12) cartridges were recovered at the crime scene, while the bodies of Nalumansi Evelyn and an unidentified individual dressed in UPDF camouflage attire were delivered to Mulago City Mortuary for post-mortem.
CPL Okiror Daniel made statements to aid investigations, and relevant statements were recorded from eyewitnesses.
This investigation is being conducted jointly with the Uganda Peoples Defence Forces.
