Minister Kabbyanga Commends Acholi Sub-Region RDCs for Inviting Opposition into National Ideology Cadreship Course

Minister of State for National Guidance, Godfrey Kabbyanga Baluku, paid a courtesy visit to members undergoing a National Ideology Cadreship course in Agago District. The course comprises LC5 and LC3 councilors, sub-county NRM chairpersons, district executive movement members, district leaders, elders, and members from opposition parties, who will serve as change agents in their areas of jurisdiction.
Nabinson Kidega, RDC for Agago District who received the Minister with an applause from the course participants, stated that service delivery needs a different approach, which is why they involve various technical staff in running the affairs of the Acholi Subregion. He mentioned that there is plenty of land in Acholi that needs to be developed by the people, rather than them fearing that the government wants to take their land.
Kidega highlighted that members have welcomed the cadreship training, which is crucial for transforming the ideological mindset from the killings carried out against them by the Karimojong cattle raiders. He suggested that a program to support these cadres upon passing out should be made available to ensure they remain productive. He cited the example of the cadres in Omoro who were supported with 26 tractors by Gen. Salim Saleh to uplift their agricultural practices.Minister of State for National Guidance, Godfrey Kabbyanga, acknowledged the role RDCs have played in mobilizing members and ensuring the success of the assignment. He noted that they are training trainers who will, in turn, train others once they return to their areas.
Kabbyanga commended the RDCs for accommodating opposition members into the national ideology course irrespective of their political stance. He said this gesture ensures that every citizen is reminded to work and obey the laws of the land, stating that the party ideology is handled by the NRM Secretariat while the National Ideology is handled by his office under the Ministry of ICT.
The Minister emphasized that his role is to ensure Ugandans have an ideology of hard work and socio-economic transformation to overcome the pervasive mindset. He mentioned that the National Ideology Cadreship training is a platform used to remind citizens of their rights to vote and participate in democratic governance, further elaborating that leaders should have an all-inclusive strategy.
Regarding corruption, Kabbyanga noted that the government is steadfast in addressing the vice, citing recent arrests of government officials as evidence of the government’s commitment to fighting corruption. He warned that officials should not misuse resources because it affects service delivery, encouraging RDCs to ensure services are delivered in their respective districts without fail.
The Minister suggested that relevant officers or facilitators should be sourced to train cadres in National Ideology concepts in regions like Busoga, Lango, and Teso. While Kabbyanga acknowledged that mindset is the biggest problem in Uganda, leading the youth to use their assets to gamble, he stated that the mindset can only be changed if leaders have the will and the government supports them in addressing people’s mindset.
