Luuka Deputy RDC Indefinitely Suspended For Assaulting Resident

In a shocking turn of events, Luuka Resident District Commissioner, Paul Waiswa, has been suspended indefinitely for gross misconduct, following a complaint of assault filed against him by a casual laborer, Abdullah Kisige.

The complaint, filed by Kisige, alleges that Waiswa physically assaulted him at the Kiyunga car washing bay in Luuka district. Accompanying the complaint was a damning piece of evidence—a WhatsApp video capturing the incident. In the footage, Waiswa is seen forcefully pushing Kisige off a motorcycle before proceeding to beat him with a sugarcane stem, as onlookers failed to calm the situation.

According to Kisige, the altercation stemmed from his objection to an order for a free car wash service, which Waiswa insisted upon. Despite Kisige’s refusal, Waiswa allegedly resorted to physical violence.

Attempts by Kisige to report the assault to the Luuka Central Police Station were allegedly met with reluctance from the officers on duty, who advised him to reconcile with Waiswa. Determined to seek justice, Kisige then took his complaint to the President’s Office.

Following Kisige’s complaint, Waiswa was summoned to the President’s Office where he faced Yunus Kakande, the secretary to the Office of the President. After a meeting between the two, Kakande announced Waiswa’s indefinite suspension over gross misconduct.

Furthermore, Kakande directed Waiswa to provide his defense within 14 days, outlining why the matter should not be escalated to the rewards and sanctions committee for further disciplinary action.

As a consequence of the assault, Kisige has reported experiencing severe back pains and is currently undergoing treatment at Kiyunga Health Centre IV.

The suspension of Waiswa underscores the gravity of the allegations and serves as a reminder of the accountability expected from public officials. The incident has sparked discussions about the treatment of civilians by those in positions of authority and the need for swift and impartial justice.
