On behalf of the Uganda Police Force, I extend warm wishes to all Ugandans and visitors for a joyous Christmas and a prosperous New Year in 2024. This season brings joy, peace, and celebration for many families, but let’s also remember those facing difficulties. A small gesture can mean the world to someone in need.

The year 2023 posed significant challenges for the police, including the tragic New Year concert at Freedom City, attacks on police stations, cattle raids, school assaults, violence by ADF rebels, domestic violence-related murders, land conflicts, and armed robberies. Despite these challenges, 2023 has been a successful year for policing in Uganda.Our achievements include collaborative efforts with Sister Security Agencies, CID reorganization, improved detection, a robust crime intelligence directorate, community partnerships, and initiatives like motorcycle squads, community policing, forensic science, and technology deployment. The increased cooperation with the DPP, JLOS, judiciary, and other partners resulted in notable convictions in cases of child sacrifice, human trafficking, and violent murders.Key accomplishments in 2023 involve the sub-county policing model in Greater Masaka, call response centers in policing regions, increased police presence in Karamoja, and construction of community police stations.

Infrastructure development includes new district police stations, accommodation blocks, clinics, maintenance centers, and ongoing construction projects.Force discipline and human rights adherence were strengthened through disciplinary courts, investigation of human rights complaints, and facility improvements.

Looking ahead to 2024, we plan to enhance business and case management systems, embrace technology, establish an online complaints management system, develop the UPF doctrine, and coordinate with stakeholders.

I express gratitude to H.E. the President, the Hon. Minister of Internal Affairs, and the Police Authority for their guidance and stewardship. Thanks to every member of the UPF, Sister Security Agencies, JIC, partners, and the community for their support, loyalty, and professionalism. I salute retired officers and offer condolences to the families of those who lost loved ones in 2023.
