URA Moves Into RR Pearl Tower, Hails State-Of-The-Art Offices As Model For Modern Public Service
The Uganda Revenue Authority has officially moved into the newly completed RR Pearl Tower, praising the building as a benchmark for modern public service and efficient tax administration. The state-of-the-art office complex, developed by Dr. Sudhir Ruparelia’s Ruparelia Group, reflects a growing partnership between Uganda’s public institutions and private sector investors.
Robert Kalumba, URA’s Assistant Commissioner for Public and Corporate Affairs, emphasized that the relocation is part of a broader strategy to enhance service delivery and adapt to a rapidly changing economy.
“Uganda’s economy is evolving quickly, with new sectors like oil, gas, and telecommunications emerging. RR Pearl Tower provides the right environment for us to serve taxpayers efficiently and professionally,” Kalumba said.
The tower will house key divisions, including the Large Taxpayers Office, Public Sector Division, and Medium Taxpayer Division, and the move will be executed in phases to ensure uninterrupted service.
Kalumba highlighted the strategic advantage of the tower’s location near Kampala’s Central Business District, noting that proximity to businesses allows URA to respond faster and operate more effectively.
He also addressed public concerns regarding costs, clarifying that claims of Shs 18 billion annual rent are false. He affirmed that the procurement process complied fully with the Public Procurement and Disposal of Public Assets Act, and that the Ruparelia Group emerged as the most competitive bidder. “The decision to occupy RR Pearl Tower was based purely on value for money and quality,” Kalumba said.
Beyond its strategic location, RR Pearl Tower is equipped with intelligent security systems, eco-friendly features, and energy-efficient design, providing a modern workspace that supports digital transformation initiatives within URA. The agency plans to leverage the new facilities to streamline taxpayer engagement, enhance transparency, and modernize internal processes.
