In the latest development within Uganda’s security apparatus, two senior officers in the Uganda People’s Defence Forces (UPDF) attached to the Defence Intelligence Directorate have been arrested on the orders of the Chief of Defence Forces, General Muhoozi Kainerugaba.
The officers, Colonel Peter Ahimbisibwe Director of Counter Terrorism and Lieutenant Colonel Ephraim Byaruhanga Director in charge of Special Operations were apprehended following an internal investigation into operational conduct within the intelligence directorate.
While the specific allegations remain classified, military sources close to the matter confirmed that the arrests were carried out in a decisive operation and both officers are being held in a military facility for interrogation.
Sources further indicate that General Muhoozi is keen on restoring order, discipline and professionalism within the UPDF’s intelligence wing which is regarded as a cornerstone of both national and regional security.
“These are not minor officers. If the CDF ordered their arrest, it points to serious breaches,” a senior officer speaking on condition of anonymity told The New Light Paper security correspondent. “The message is clear: no one is above the rules of military discipline and accountability.”
Colonel Ahimbisibwe and Lieutenant Colonel Byaruhanga were reportedly key players in managing external and internal security operations including surveillance of suspected terror linked groups, border intelligence and high risk domestic operations. Their positions placed them at the core of Uganda’s sensitive intelligence framework.
Dr. Sarah Kihika a security analyst described the situation as an internal matter of strategic concern suggesting possible breaches of trust, politicization of intelligence or rogue operations.
The UPDF has over time projected itself as a disciplined and professional force in the region contributing troops to peacekeeping missions under AMISOM/ATMIS in Somalia and more recently operations in eastern Democratic Republic of Congo to fight the ADF.
General Muhoozi who formerly commanded the elite Special Forces Command (SFC) has initiated a series of institutional reforms aimed at strengthening military structures and enhancing operational integrity.
The UPDF has yet to issue an official statement regarding the arrests. More details will be provided as the story develops.
