Lt. Col. Mercy Tukahirwa Continues to Champion the Cause of Uganda’s Fishermen Amidst All the Blackmail & Malicious Accusations

Uganda’s fishing communities have recently been the target of malicious accusations, many aimed at one woman: Lt. Col. Mercy Tukahirwa. Since taking charge of the Fisheries Protection Unit (FPU) in 2023, Mercy has worked tirelessly to bring fairness, order, and sustainability to Uganda’s lakes. However, her work has been met with criticism from those seeking to undermine her progress. These accusations are far from the truth.

When Mercy assumed leadership, the fishing sector was plagued by brutality, corruption, and illegal practices. Fishermen were extorted, arrested without cause, and subjected to abuse, while illegal fishing ravaged fish stocks and threatened livelihoods. But under Mercy’s leadership, this tide has turned.

Mercy introduced strict yet fair regulations to curb illegal fishing and protect the livelihoods of legitimate fishermen. In 2023, Uganda saw an 8% increase in fish exports, with Nile perch and tilapia stocks showing signs of recovery. Fishermen no longer live in constant fear of exploitation or arbitrary arrests, and instead, they now have the opportunity to build sustainable livelihoods.

By 2025, the results have been even more promising. Uganda’s fish exports grew by another 10-12%, reinforcing the country’s position in the international market. Nile perch exports alone saw a 12% increase due to Mercy’s strict enforcement of sustainable fishing practices. Export revenue is projected to hit $300 million by the end of 2025, up from $270 million in 2023.

Mercy’s leadership has fostered an environment where fishermen can thrive. The improved sustainability of fish stocks has made the industry more stable and predictable. Additionally, Mercy has pushed for the creation of a Fish Fund, prompting fishermen across the country to form SACCOs in anticipation of the fund’s launch next year. These proactive measures reflect Mercy’s commitment to organizing and empowering fishing communities, giving them access to financial resources and better equipment.

Mercy’s efforts have also brought a significant shift in gender dynamics. Women, long marginalized in this male-dominated sector, are now taking on leadership roles, starting businesses, and managing SACCOs. Mercy’s work to level the playing field has empowered women, and many are now thriving in ways they hadn’t before.

In recognition of her hard work, fishermen and women across Uganda have united under the banner of “ABAVUBI KU MUSEVENI” (Fishermen for Museveni), pledging support for President Museveni in the upcoming elections. “We’ve seen a real change since Mercy came on board,” says Muyanja David, a Mukene fisher from Kaaya Landing Site in Kalangala District. “We no longer live in fear of arbitrary arrests or exploitation. We’re able to work in peace, and that’s why we’re supporting President Museveni.”

Mercy’s impact is set to resonate in the 2026 general elections. In 2021, the NRM faced challenges in some fishing communities. But thanks to Mercy’s unwavering commitment, the party’s support is expected to rise. With more SACCOs, fewer instances of brutality, and tangible improvements in landing sites, NRM is poised to perform better in these areas in the upcoming election.

Despite the malicious narratives being spread, the truth is clear: Mercy has turned the fishing sector around. Her leadership has restored order, empowered communities, and given fishermen the opportunity to thrive. Fish stocks are recovering, and fishermen’s livelihoods have greatly improved.

Lt. Col. Mercy Tukahirwa continues to stand tall amidst the accusations. Her dedication to Uganda’s fishing communities, her empowerment of women, and her tireless efforts to ensure the sustainability of Uganda’s lakes demonstrate that true leadership is about results. As the proverb says, “When the right person comes, the sun rises.” Mercy’s leadership has brought much-needed progress, and the fishermen she serves are ready to rise with it come 2026.
