Just In: Uganda’s ISO Director General Brig. Gen. Charles Oluka Is Dead

KAMPALA – The nation is in shock following the sudden passing of Brig. Gen. Charles Oluka, the Director General of Uganda’s Internal Security Organization (ISO). The revered military officer and intelligence chief died unexpectedly on January 29, 2025, leaving the security fraternity and the public in mourning.

Details surrounding his death remain unclear, but preliminary reports suggest that Brig. Gen. Oluka had been managing a long-standing heart condition. Military officials have yet to release an official statement regarding the exact cause of death, citing the need for further investigation.

Brig. Gen. Oluka, a decorated officer of the Uganda People’s Defence Force (UPDF), assumed the role of ISO Director General on October 8, 2020, succeeding Col. Frank Bagyenda. During his tenure, he was credited with modernizing the agency’s operations and strengthening Uganda’s internal security framework. Prior to his appointment as Director General, he served as the Director of Technical Services at ISO, where he played a pivotal role in advancing the agency’s technological capabilities.

A native of Teso, Brig. Gen. Oluka was not only a respected military strategist but also a devoted family man. He is survived by his wife, Harriet Akisa, whom he married in a beautiful ceremony at St. Patrick’s Catholic Church in Madera-Soroti in 2023. His untimely death has left his family, colleagues, and the wider community in profound grief.

Deputy Defence Spokesperson Col. Deo Akiiki confirmed the news, describing Brig. Gen. Oluka as a “dedicated patriot and a visionary leader who served his country with unwavering commitment.” Tributes have poured in from across the political and military spectrum, with many highlighting his integrity, professionalism, and contributions to national security.

As the nation awaits further details, questions linger about the future of ISO’s leadership and the impact of Brig. Gen. Oluka’s passing on Uganda’s security landscape. For now, the focus remains on honoring the legacy of a man who dedicated his life to the service of his country.
