Jinja Police Officer Flees After Allegedly Raping Female Suspect In Custody
An unsettling incident has rocked Namaganga police post in Jinja District, as Salim Mugoya, a police constable, is accused of repeatedly raping a 20-year-old female suspect while she was detained on charges of child neglect. Mugoya is currently on the run as authorities intensify efforts to apprehend him.
The distressing events unfolded between the nights of February 7 and 8, 2024, when the victim, whose identity remains undisclosed, was detained at Namaganga police post following allegations of child desertion. The woman’s husband had reported the case after a dispute with his wife regarding family neglect, leading to her detention.
According to reports, Mugoya took advantage of his position to assault the vulnerable detainee on three separate occasions. The victim’s husband later reported the incidents to Busede police station, alleging that his wife had been released on police bond following family efforts to resolve the matter peacefully.
SP James Mubi, the Kiira region police spokesperson, condemned the alleged actions of Mugoya, emphasizing that such behavior violates the trust and integrity expected of law enforcement officers. Mubi confirmed that Mugoya faces disciplinary charges for misconduct and criminal charges of rape, with the potential consequence of dismissal from the force upon conviction.
Mubi stressed the importance of handling family-related incidents with care and sensitivity, urging officers to exercise wisdom and empathy in such cases. He also reiterated the legal requirement for female suspects to be supervised by female guards in detention facilities.
The incident has sparked outrage and renewed calls for accountability within the police force. Mubi expressed regret over the incident, emphasizing the need for all officers to uphold ethical standards and refrain from abusing their authority, particularly in cases involving vulnerable individuals.
As authorities continue their search for Mugoya, the case serves as a stark reminder of the importance of safeguarding the rights and dignity of all individuals, regardless of their circumstances.
